Đây là tên của Đề án thuộc Chương trình 592 do Viện Đánh giá khoa học và Định giá công nghệ chủ trì, ThS Đinh Việt Bách làm chủ nhiệm. Đề án được thực hiện nhằm làm rõ cơ sở lý luận và thực tiễn trong việc đề xuất tiêu chí xếp hạng tổ chức KH&CN công lập và các giải pháp nâng cao hiệu quả thực hiện cơ chế tự chủ, tự chịu trách nhiệm của tổ chức KH&CN công lập.

TS. Trần Hậu Ngọc, Viện trưởng Viện Đánh giá khoa học và Định giá công nghệ phát biểu tại buổi nghiệm thu cấp Quốc gia.

Sau 2 năm thực hiện, Đề án đã đánh giá được thực trạng việc xếp hạng và tình hình thực hiện cơ chế tự chủ, tự chịu trách nhiệm của tổ chức KH&CN công lập; chính sách của Nhà nước trong hỗ trợ việc thực hiện tự chủ, tự chịu trách nhiệm ở các tổ chức KH&CN công lập. Trên cơ sở đó, Đề án đã đề xuất các tiêu chí xếp hạng tổ chức KH&CN công lập; các giải pháp nâng cao hiệu quả thực hiện cơ chế tự chủ, tự chịu trách nhiệm của tổ chức KH&CN công lập. Đặc biệt, kết quả của Đề án đã được Bộ KH&CN sử dụng để xây dựng và trình Chính phủ, Thủ tướng Chính phủ ban hành 2 văn bản (Nghị định số 54/2016/NĐ-CP ngày 14/6/2016 của Chính phủ quy định cơ chế tự chủ của tổ chức KH&CN công lập; Quyết định số 1381/QĐ-TTg ngày 12/7/2016 của Thủ tướng Chính phủ sửa đổi, bổ sung một số nội dung của Quyết định số 592/QĐ-TTg ngày 22/5/2012 của Thủ tướng Chính phủ phê duyệt Chương trình 592) và xây dựng 1 dự thảo thông tư.

Đề án đã được Hội đồng nghiệm thu cấp quốc gia do TS Tạ Bá Hưng làm Chủ tịch nghiệm thu đạt ngày 12/9/2017.
